The Illinois Department of Public Health has begun issuing guidance for Illinois businesses and facilities preparing to reopen or return to standard business operations. ServiceMaster Restoration By Simons will provide COVID-19 Facility Reentry Cleaning Services based on the recommendations of the IDPH as well as the CDC and EPA recommendations.

While the CDC provides guidance for COVID-19 in workplaces, another important source is OSHA which includes regulations for COVID-19 in the workplace under two clauses and standards.  ServiceMaster Restoration By Simons is an OSHA certified Cleaning & Restoration company.

First, under The General Duty Clause, Section 5(a)(1) of the Occupational Safety and Health (OSH) Act of 1970, 29 USC 654(a)(1), which requires employers to furnish to each worker “employment and a place of employment, which are free from recognized hazards that are causing or are likely to cause death or serious physical harm.” Also, under OSHA’s Bloodborne Pathogens standard (29 CFR 1910.1030) which applies to occupational exposure to human blood and other potentially infectious materials. Where respirators are required, employers will also have to comply with OSHA’s Respiratory Protection Standard (29 CFR 1910.134). These standards provide clear requirements for Illinois companies to provide safe, healthy environments for their employees.

 

Other states have released requirements as well such as:

 

  • In addition to maintaining pre-existing cleaning protocols established in the facility, clean and disinfect high-touch areas routinely in accordance with CDC guidelines, in spaces that are accessible to customers, tenants, or other individuals.

State of Illinois’ 5 Phases of Reopening

 

Phase 1 – Rapid Spread:

The rate of infection among those tested and the number of patients admitted to the hospital is high or rapidly increasing. Strict stay-at-home and social distancing guidelines are in place and essential businesses remain open. Every region in Illinois has experienced this phase so far and could return to it if mitigation efforts are unsuccessful.

Phase 2 – Flattening:

The rate of infection among those tested and the number of patients admitted to the hospital beds and ICU beds increases at a slower rate, moving toward a flat trajectory and even a downward trajectory. Nonessential retail stores reopen for curbside pickup and delivery. Illinoisans are directed to wear a face mask when outside the home and may begin enjoying additional outdoor activities like golf, boating, and fishing while continuing to practice social distancing. In varying degrees, most regions are experiencing flattening as of early May.

Phase 3 – Recovery:

The rate of infection among those surveillance tested, the number of patients admitted to the hospital, and the number of patients needing ICU beds is stable or declining. Manufacturing, factories, distribution centers, offices, retail, barbershops, and salons can reopen to the public with capacity and other limits and safety precautions. Gatherings limited to 10 people or fewer are allowed. Face coverings and social distancing continue.

Phase 4 – Revitalization:

The rate of infection among those surveilled and the number of patients admitted to hospitals continue to decline. Gatherings of 50 people or fewer are allowed, restaurants and bars reopen, travel resumes, child care and schools reopen under guidance from the Illinois Department of Public Health. Face coverings and social distancing continue.

Phase 5 – Illinois Restored:

With a vaccine or highly effective treatment widely available to the public or the elimination of any new cases over a sustained period, the economy fully reopens with continued safety precautions. Conventions, festivals, and large events are permitted, and all businesses, schools, and places of recreation can open with new safety guidelines and procedures in place to combat future COVID-19 outbreaks.
